Main Purpose of the Job
To provide strategic business partnering on talent management to ensure BITRI has the right people, skills and capabilities to deliver its mandate. The role oversees workforce planning, recruitment and learning initiatives that strengthen organizational capability and employee experience.
Duties and Responsibilities
Recruitment and Selection·
Liaise with Management, Heads of Department and the Strategic Advisor, as required, to support initiatives aimed at building and sustaining BITRI’s research and technical capacity.
· Develop workforce and manpower plans based on departmental inputs and organisational priorities, and submit forecasts to the Director, Human Capital for review.
· Develop, review and update job profiles for all positions, and engage departments to identify current and future staffing requirements.
· Coordinate recruitment processes, including drafting recruitment advertisements, shortlisting applicants, arranging interviews, and participating as a panel member.
· Facilitate the use of competency-based selection methods, including structured interviews and assessment centres, where appropriate.
· Coordinate reference checks and prepare summary post-interview reports to support informed selection decisions.
· Support the preparation of appointment letters and employment contracts (for review and approval), and ensure smooth handover to HR administration for onboarding and record-keeping.
· Prepare and coordinate staff induction and orientation programmes for new employees, in collaboration with departments.
· Maintain recruitment documentation and prepare regular reports on recruitment, selection and turnover trends for Management review. Training and Development· Conduct training needs analysis in collaboration with Management and departments to identify skills gaps and capability requirements aligned to BITRI’s research and operational priorities.
· Support departments in developing staff development plans based on training needs, career paths and competency requirements.
· Consolidate departmental training inputs into an organisational training and development plan, including cost estimates, for review and inclusion in BITRI’s annual budget.
· Coordinate the implementation of approved training and development programmes, including in-house and external training interventions.
· Liaise with training providers and partner institutions to design and deliver relevant and cost-effective training programmes.
· Monitor and maintain accurate records of training activities, participation and costs, and prepare training reports for Management review.
· Promote knowledge sharing by facilitating post-training feedback, presentations and the sharing of learning materials across the organisation.
· Ensure staff receive training completion certificates and evaluate the effectiveness and impact of training on performance and productivity.
Performance Management
· Coordinate the design, implementation and continuous improvement of BITRI’s Performance Management System (PMS), ensuring alignment with organisational objectives and approved governance structures.
· Provide guidance and coaching to Management and employees on performance planning, reviews, feedback and compliance with PMS requirements.
· Monitor completion and quality of performance appraisals, ensuring timely submission and adherence to agreed processes.
· Analyse performance data to identify trends, performance gaps, development needs and succession considerations, and prepare consolidated performance reports.
· Support the linkage between performance outcomes and reward decisions, including salary adjustments, bonuses and promotions, in accordance with approved policies and delegated authority.
Qualifications
· At least a Degree in Human Resources Management from a recognised institution.
· Membership to a recognised HR professional organization
Technical Competencies
· Knowledge of labour laws and legislations in Botswana
· Knowledge of best practice in Human Resource policies, procedures, processes and strategies
· Strong expertise in reward and remuneration management, including job evaluation, salary benchmarking, benefits administration, and payroll liaison
· Proven ability to design, implement and manage performance management systems (PMS) and link performance outcomes to rewards.
· Proficiency in HR systems, data analysis and reporting, with the ability to generate accurate, decision-support information for Management.
· Computer literate. Experience with systems and applications relevant to the specific work area
